Is That Really Their Position?

FLG was perusing this paper from Chatham House when he came across this:
[The Russians] claim there is no threat from Iranian nuclear development. In the words of Sergei Ryabkov, Russia’s Deputy Foreign Minister, ‘we, as before, think that at present there are no indications that this [Iran’s] programme is directed towards military goals’.


Really? I mean, really? Sure, besides the rather tiny point that Iran has plenty of oil and therefore doesn't need nuclear power, what indications are there?

Iran imports 210,000 barrels of oil and oil products each day and almost as much natural gas as it exports, according to our CIA. It also exports electrical power. I suspect the Russians have more confidence in their deterrent and Iranian pragmatism than some here profess to have although our last NIE indicates Iran dropped its plans for a weapon years ago.
