Obama can easily end up inheriting a war that would complicate his first term immeasurably. And it would be completely within our post-9/11 rule set.
Emphasis mine. I am not against preemptive war per se, but it requires circumspection and prudence in its application, and we might not like some of the consequences of our Iraq invasion in the actions of rising powers like India and China.
